THE ANDY BIGGS FILES, VOLUME 3: Blocking Bill Addressing Rape Kit Backlog

9/10/26, 5:30 PM

Welcome to The Andy Biggs Files, Copper State War Room’s weekly look at Andy Biggs’ decades-long record of protecting pedophiles, sex traffickers, and abusers.

Each week, we’ll examine a different vote from Biggs’ career, what was at stake, and explain how he put politics ahead of protecting Arizonans.

Volume 3 focuses on 2015, when Biggs blocked a bill introduced by then-Senator Katie Hobbs to eliminate Arizona’s rape kit backlog, after it passed out of committee by a 6-0 vote.

Gov. Doug Ducey called this backlog “an injustice,” which, according to ABC15, “allowed criminals to evade prosecution for too long.” He also stated that “there are multiple crimes that can be solved” if the rape kit backlog was cleared. After Biggs killed the bill, Hobbs worked directly with Gov. Ducey to clear the rapekit backlog and hold criminals accountable through the Arizona Sexual Assault Evidence Collection Kit Task Force, despite this bill’s importance.

This vote is one in a long pattern of Biggs being on the wrong side of legislation intended to protect women and children from sexual abuse, exploitation, and trafficking that is documented in The Andy Biggs Files, a website released earlier this month examining Biggs’ legislative record on these issues.

Copper State Victory spokesperson Nicholas Simões Machado said:

“Arizona had a rape kit backlog that was allowing criminals to evade prosecution, and Andy Biggs blocked a bipartisan bill to do something about it. It’s part of Andy Biggs’ decades-long record of voting against bipartisan bills to protect women and children, and siding with their abusers, pedophiles, sex traffickers instead.”
