Andy Biggs Keeps Changing His Story on Why He Protected Pedophiles in Colorado City

10/5/26, 5:00 PM

After decades of siding with predators over victims, Andy Biggs can't keep his story straight on why he blocked bipartisan legislation to protect underage girls in Colorado City from sexual abuse and forced child marriage under Warren Jeffs, a convicted child rapist and cult leader. Every time he's asked, the answer changes:

  • October 2025: I don't remember. Biggs said he couldn't "remember the procedure" on HB2648, but he could "remember the bill."

  • August 2026: “I knew what was going on." After a public safety forum, Biggs flipped: "I was the Senate President. I knew what was going on."

  • Late August: Blame the police. Biggs claimed the bill would have left "every police department in the state of Arizona" in danger of being decertified.

    • Then-Republican Attorney General Tom Horne's office disagreed, citing "a number of safeguards" and a three-step process required to decertify a department like Colorado City's.

  • Same week: "The bill was too broad” and “there was no move to amend it." Biggs said HB2648 was "overly broad" and that "there was no move to amend it."

    • Then-Rep. John Kavanagh introduced a floor amendment narrowing the bill, undercutting Biggs' claim that "there was no move to amend it."

  • Last week: "That's a lie!" Asked why he blocked the bill, Biggs shot back with "That's a lie!" The Arizona's Family anchor fact-checked him on the spot: Biggs "controlled which bills came up for a vote and which ones didn't."

But the facts haven’t changed, even as Biggs’ story has. The Arizona Capitol Times reported that Biggs assigned HB2648 to three separate committees, describing such a move as one "typically used by legislative leaders to sentence proposals to an early death."

While Biggs sometimes points to Jeffs' imprisonment as an excuse for why the bill was not necessary, the Arizona Capitol Times reported that Jeffs was repeatedly caught in attempts to exert control over his followers while imprisoned, to which the Colorado City Marshals Office had "turned a blind eye to criminal activity involving FLDS Church leaders or members."

One Republican consultant argued that Biggs' inability to put the issue behind him stems from his own response: "[Biggs] wanted to defend it, not get off of it."

Copper State Victory spokesperson Nicholas Simões Machado said:

“Andy Biggs can change his story as many times as he wants, but he can't change his record. For decades, he has sided with pedophiles, traffickers, and predators over their victims, and no explanation will erase that.”
