Biggs’ China-First Record: Voted Against CHIPS Act, Supported Letting CCP Own Arizona Land for Years

10/5/26, 4:00 PM

Andy Biggs owes Arizonans an explanation for why he is weak on China, including voting against the CHIPS and Science Act and backing dangerous legislation that would allow the Chinese Communist Party to own Arizona land for three years.

Four years ago, Andy Biggs voted against the CHIPS and Science Act that helped transform Arizona into a global economic powerhouse for semiconductor manufacturing and reduce America’s reliance on China for critical technology. Arizona Chamber of Commerce CEO and former Doug Ducey Chief of Staff Danny Seiden said this “crucial program” would further “ensure U.S. competitiveness and [national] security.”

Biggs also backed dangerous legislation that would allow the People’s Republic of China to acquire Arizona property in certain circumstances and hold it for up to three years before divesting.

Copper State Victory spokesperson Nicholas Simões Machado said:

“Andy Biggs as governor would be a gift to the Chinese Communist Party. He voted against safeguarding America's national security and critical tech supply chains from China, and even supported dangerous legislation that would let the Chinese Communist Party own Arizona land for years. ”
