Arizona Advocates and Survivors Denounce Andy Biggs’ History of Protecting Pedophiles in Colorado City

Today, a group of Arizona advocates and survivors denounced Andy Biggs’ decades-long record of protecting pedophiles and sex traffickers, including Warren Jeffs, the convicted child rapist who ran a forced-marriage cult in Colorado City, Arizona.
Biggs’ record of protecting pedophiles spans nearly two decades, including:
2005: voting against tougher penalties for spousal rape
2013: opposing bipartisan legislation to protect children from sexual abuse and forced marriage
2015: stopping a bill to address Arizona’s rape kit backlog
2025: voting against releasing the Epstein files.
One Republican legislator said, about Biggs’ decision to protect Warren Jeffs in Colorado City, “Women and children suffered three years longer than they should have because [Biggs] protected the bad guys.”
Speakers today included former legislator Debbie McCune Davis, who served alongside Biggs in 2013; social worker and school board member Stephanie Miller; survivor and victim advocate Lauren Easter; and attorney and independent voter Clint Smith.
Former State Legislator Debbie McCune Davis:
“Andy Biggs needs to stand before the people of Arizona and explain this record himself. Why did he vote against increasing penalties for spousal rape? Why did he stop the Colorado City bill? Why did he block action on the rape kit backlog? Why did he vote against releasing the Epstein files? After twenty years of choices like these, Andy Biggs does not get to hide from those questions.”

“Think about what that means for a survivor: you find the courage to run, you believe you have finally escaped, and then the people wearing badges, the people you have been taught are there to protect you, take you right back. Andy Biggs knew about that system. And when a bipartisan bill came before him that could have stripped those marshals of their authority, he buried it.”
Tucson Social Worker, Parent, and School Board Member Stephanie Miller:
“For me, this comes down to the most basic responsibility we have as adults and as public servants: when a child is in danger, and you have the power to protect them, you act… Andy Biggs owes Arizona an answer for why he chose to protect the people enabling abuse instead of the children who needed his protection.”
Attorney and Independent Voter Clint Smith:
“That’s a big problem in my mind… your [Biggs’] own party is very much in favor of it [2013 bill], the Arizona Attorney General was in favor of it at the time, Tom Horne.”
